On a flat roof we prefer ballasted frames that need no holes in the membrane. On a pitched roof we fix to the structure and seal every penetration.
Both start with a structural check, and both are priced per watt. A flat roof often costs a little less to fit but needs more panels for the same output at a low tilt.
